Abstrak

Child-Friendly Information (ILA) is one of the important aspects in the Child-Friendly Regency/City Cluster (KLA), where the local government has a strategic role in providing quality information that is easily accessible to children. This study aims to analyze the implementation of the South Labuhanbatu Regency Government's policy in organizing and protecting children through the provision of Child-Friendly Information. The method used is descriptive with a qualitative approach, through data collection techniques in the form of interviews, observations, and documentation. Data analysis refers to Edward III's policy implementation theory which includes four indicators: communication, resources, disposition, and bureaucratic structure. The results of the study indicate that in the communication indicator, the implementation of socialization is still uneven, so it has not reached all levels of society. In terms of resources, there are obstacles in the aspect of the quality of human resources who do not fully understand the concept of ILA, as well as limited budget and facilities that are not yet optimal. In the disposition indicator, implementers and the community tend to support this policy, but expect an increase in more even socialization.
